Objective

With the development of the SMART ARTiS course programme, SITECO aims to bring Swiss know-how in the railway/mobility sector to bear in various target countries, primarily in Indonesia, and to promote Swiss development cooperation in this area. At the same time, the Swiss dual training model is to be brought to bear and promoted in the target countries. The Indonesian pilot course (CAS) is intended to form the basis for further follow-up courses, which will ultimately form an MAS. The SMART ARTiS course programme for Indonesia can also serve as a model for similar development projects in other countries (multiplier effect).

Pilot course programme

Overview

The pilot course is a half-year CAS study for 15 selected Indonesian railway professionals, who can achieve 15 ECTS points in the process.

    SUPSI is one of the nine federally recognised universities of applied sciences offering more than thirty degree programmes (Master's and diploma programmes), including the two-year continuing education course "Master of Advanced Studies (MAS) in Railways and Sustainable Mobility". This course is offered in collaboration with MobLab.

  2. MobLab, Center for Sustainable Mobility and Railway, Bellinzona, www.moblab.swiss

    MobLab is a modular structure that supports local and national industry in the areas of sustainable mobility and rail mobility. MobLab creates the necessary framework for its industrial clients to compete with current technological challenges. In synergy with its partners, MobLab promotes, coordinates and supports innovative projects focused on sustainable industrial development. The SMART ARTiS project is part of this development approach. It was essentially initiated by MobLab in collaboration with PNM and SUPSI, based on the underlying development initiative of SITECO. The director of MobLab, Simone Bernasconi, recently joined the board of SITECO.

  3. PNM, Polytechnik Negeri Madiun, Madiun, East-Jawa, www.pnm.ac.id

    PNM is a long-established state polytechnic under the Indonesian Ministry of Education, Culture, Research and Technology (MoECRT). Among other things, it offers technical education and training courses at the tertiary (non-university) level, comparable to higher technical colleges in Switzerland. A D-IV course in Railway Technology (Diploma 4, equivalent to EQF Level 5-6) has been running since 2018. The training infrastructure for Railway Technology has recently been significantly expanded in view of the expected future challenges in this field.
    In March 2023, Simone Bernasconi, MobLab Director and SITECO Board Member, visited PNM for detailed planning of the SMART ARTiS programme, which forms the basis of this project description. PNM has close contacts with the large Indonesian railway manufacturer P.T. INKA, which is also based in Madiun, as well as with the state railway operators in Indonesia.

    SITECO is a Swiss non-profit association that promotes vocational training according to the Swiss dual training model in emerging and developing countries. SITECO has been active in Indonesia for over 10 years with various corresponding projects. The conception of Swiss training courses for Indonesian specialists in the railway sector is based, among other things, on the fact that Indonesia is pursuing a very ambitious infrastructure development programme in the railway sector in the coming years (Railway Master Plan 2030). There are interesting points of contact here between the Swiss and Indonesian training sectors on the one hand, and between the Swiss and Indonesian railway industries on the other. The SMART ARTiS programme aims to contribute to Swiss development cooperation in this direction, based on an initial pilot course for advanced education (CAS), which can later be expanded through further courses up to the MAS level. The advanced training course is also intended to serve as a model for similar approaches with other countries.

Course schedule

The pilot course was worked out in detail between SITECO/MobLab and PNM in March 2023. It is designed to run for 24 weeks. It is assumed that the course will start in autumn 2023, although a postponement of 1-2 semesters is possible depending on the development of the preparatory work.

The recruitment of the 15 planned course participants is the responsibility of the PNM, which has worked out the admission requirements together with MobLab. Experienced railway technicians are to be recruited.

There are 7 training modules (rolling stock vehicles, mechanical systems, brake, wheelsets & bogie, electrical systems, traction systems, vehicle control & digital systems, project work). The training is conducted by 2-3 instructors from MobLab/SUPSI on an online basis (online lessons, video lectures, selfstudy), students can complete the training course from Indonesia on an extra-occupational basis.

Mid-term exams take place at the end of week 15. The successful graduates then have 4 weeks for their "mini-thesis". The last two weeks are available for the successful graduates and selected instructors of PNM for an intensive visit to Switzerland to examine Swiss railway objects (railway lines, tunnels, operation centres, maintenances centres etc.), as well as to establish further contacts in the industry and training sector.

After the pilot advanced education course has been held, any adjustments to the course programme will be made on the basis of experience for further follow-up courses and an overall package of CAS courses leading to the MAS.
